Is Buzz Lightyear A Reality?

At first I thought it was Buzz Lightyear made into a reality. The gadget did look like Buzz. You know Buzz. That astronaut guy from the cartoon-slash-movie Toy Story.
But you see, this robot may be strange however it also does function as a personal vehicle. Yes, a vehicle that is also a robot.
Created in Tokyo, Japan, this personal robot comes with four legs and no arms. On top, you would find this bubble where one person can fit inside and control the robot. It can go up and down the streets easily and it looks really… well, weird.
Here is what has been said about the robot vehicle in a BoingBoing post:
The machine containing this man was fully mobile and powerful enough to get up and down the curbs with ease, not to mention immaculately put together. He rolled right past me in front of the station toward the park, accross the bridge of freaks and over to the crosswalk bridge stairs. Then he waited patiently for a break in traffic and took off down the street away from the crowds. He never once cracked a smile, stopped only when the crowd was too thick to let him by, and seemed at best to not notice all the people staring and trying to talk to him.
